Pastor Connie D. Wiggins was born on August 14, 1955 to Mr. and Mrs. Joseph Lee Jackson, Sr. in the City of Suffolk, Va. Connie is a graduate of John Yates High School, Suffolk, Virginia. In high school she was actively engaged in academics, sports, Future Business Leaders of America (F.B.L.A. ) Club, the school's newspaper, 4-H Club, chorus and she was chosen to participate in the All City Choir. She further her education by attending ECPI studying computer technology , Thomas Nelson Community College, Tidewater Community College, and Paul D. Camp Community College majoring in Early Childhood Education. She also attended the Gary Whetstone Ministries School of Biblical Studies College, New Castle, Delaware. She has earned her certificate in Christian Counseling, Righteousness and also completed the Mentor Program for Project Turn Around Prison Ministry, and other correspondence courses.

She was exposed to the Pentecostal-style of the Gospel, with evidence of speaking in tongues, healing and deliverance. Connie began her training at a very early age at Bethel Baptist Church. Later she moved her membership to New Mount Joy Church Of God In Christ. During these years Connie learned about living a holy life and to walk in holiness. She now serves as the Pastor of Freedom Fellowship Outreach Center, Newport News, Virginia under the leadership of her husband Bishop Raymond J. Wiggins, II Prelate of the TrueWay Fellowship Churches, Incorporated. In December 1973, Connie married Raymond J. Wiggins II, and works alongside him in ministry. She travels with her husband ministering the Word of God. Their blended family includes Avron, his wife Sherry, Shawna, her husband Damian, Raymond III, and five grandchildren Armani, Tamaya, Ashlynn, Avron Jr. and Tya all of whom are working in ministry.

Pastor Connie started working for her Lord and Savior at a young age. Her family has always been involved in church ministry. Connie began singing when she was six(6)years old and it continues until now. She received God's destiny for her life at the New Mount Joy Church of God in Christ. There Connie worked in different aspects of ministry such as: President of the Youth Missionary, President and Director of the Youth Choir, at the district level she served as the District Minister of Music and soloist. Also, in 1985, she was licensed an Evangelist in the C.O.G.I.C. organization. Connie has worked on the State level of the Church of God in Christ as the Director of the State Women Choir. Music seems to be one of Connie's greatest love. She serve as a Chaplain in the National Chaplain Association and a Mentor in the Mentor Program for the City of Newport News, Virginia.

In 1996, Pastor Connie D. Wiggins recognized there was a greater call on her life other than singing. She understood God's Call to minister HIs Word. Later on that year she was ordained to the Body of Christ by her husband Bishop Raymond J. Wiggins, II and the General Counsel of the TrueWay Fellowship of Churches , Inc. Today she is working faithfully with her husband as a team for the Lord. Bishop Wiggins, is her mentor, teacher and spiritual leader appointed Connie as the Pastor of Freedom Fellowship Outreach Center, Newport News, Virginia to relieve him of his duties so he can operate as General Overseer of TrueWay.

In 2006, Pastor Connie was a part of the Evangelist Team of TrueWay Fellowship and others on a missionary journey to Kenya, Africa. There she visited the city of Nairobi, Katali, Kapsapet ,and Igoli Kenya to all the missions churches which is now a part of the TrueWay International Ministries.
